Know about Quang Ninh, Vietnam?

Hi-

I've been given a rather attractive job offer teaching IELTS in Quang Ninh, Vietnam, (respectable school, good pay, good hours), but have heard mixed reviews of the city. Some of my Vietnamese students here in the U.S. have suggested that it's a run-down, crime-ridden place ... ? I had the sense that their opinions could be due to prejudice (they're from the south and well-to-do) ...

If you have any experience in or knowledge of Quang Ninh, I'd love to hear from you! I need to make a decision fairly soon.
